Foxel is a Red Panda Logistician working in Hiroto Dojo's Secret Basement. He is encountered as soon as Joe descends the stairs on a deactivated elevator lift.

Foxel wears a lime green and black tracksuit with a white flame like design on one of the legs. He keeps the sleeves rolled up exposing his black arms. His face predominantly orange fur with a white muzzle, black stripes, a black nose, and orange eyes. He tends to have a blank expression even when having sex.

When his track suit is removed his pectorals are soft and flabby, almost like breasts.

Foxel explains that the Hiroto Dojo recently received a very important shipment, so much so that the entire compound is on lockdown, which is likely why the Bax, Puca, and Ninjas are actively trying to prevent anyone from entering the Dojo's vault
